Tim Feagins

Tim Feagins -  Principal

Timothy Feagins began his educational career as a 4th grade teacher at Richardson Elementary in Lee’s Summit, Missouri (suburb of Kansas City) in 2000. The following year, he moved to Fort Myers, Florida to teach in Collier County Public Schools (Immokalee, FL) as a fifth-grade teacher at Village Oaks Elementary School. Mr. Feagins spent one year teaching for Collier County Public Schools before transitioning to Jacksonville, Florida. Mr. Feagins taught 3rd and 5th grade and served as a standards and math coach for Rufus E. Payne Elementary in Duval County Public Schools for seven years before accepting an assistant principal position at Carter G. Woodson Elementary. He received his first appointment as principal of Woodland Acres Elementary in 2011 and served in that role for four years. His next appointment was at Julia Landon College Preparatory, where he served as principal from 2015-2019 before being appointed as the principal of Riverside High School. Mr. Feagins finished his role as principal of Riverside High School in 2024. He is proud to now be serving as the principal of the esteemed Douglas Anderson School of the Arts. Having the opportunity to serve as a principal of an elementary, middle, and high school has given Mr. Feagins the unique perspective of leading students at all levels in their educational journey. This year marks his fourteenth year as a principal and twenty-fifth year in education. 

His educational experiences have afforded him the opportunity to collaborate with a diverse group of people to meet the common goal of increasing student achievement while focusing on student well-being. His educational philosophy is based on his uncompromising belief that all students deserve a topnotch education, and it is our role as educators to reduce the barriers they face.

Being a first-generation college graduate himself, Mr. Feagins is driven to work alongside students and families to turn their dreams into reality. He understands the important role school plays in making sure children receive a quality education that will prepare them with the skills they need to be successful in a 21st-century society. Mr. Feagins received a Bachelor of Science in Education degree from the University of Missouri in 2000, a Master of Education in Curriculum and Instruction from the University of Missouri in 2001, and a Master of Education in Educational Leadership from the University of North Florida in 2008.

Growing up in the Kansas City, Missouri area, Mr. Feagins is a passionate fan of the Kansas City Royals, Kansas City Chiefs, and Missouri Tigers. He enjoys spending time with family, staying up to date on the latest educational research, and exploring new ways to make learning come alive for all students.

Tonya Rowan

Tonya Rowan - Assistant Principal of Curriculum

Mrs. Rowan is a native of Jacksonville, Florida and attended local area schools. She has been a Florida educator for the last 24 years, serving in large, urban Title 1 schools. Prior to serving in K-12 education, she spent 10 years in higher education. Her strengths center around creating a positive school culture and establishing high standards for all. These concepts have allowed her to move graduation rates above 96% for students in the Jacksonville community. 

Through a team concept that allows for personal connections, student accountability and community partnerships, she encourages her students to dream big by setting and achieving goals. She believes that all students have the ability to be excellent when they connect with their passion and visualize the future.

Mrs. Rowan has been the arts administrator at her last three schools, creating programs that receive superior ratings and national opportunities. She has assisted in the development of these programs, creating pathway progressions for students that allow them to pursue their arts through college or in their professional field. 

Outside of work, Mrs. Rowan has been a life-long learner, earning degrees from Jacksonville University,  University of North Florida, and Nova Southeastern University.  She is currently completing her dissertation in the doctoral program at the University of North Florida. 

Mrs. Rowan is excited to serve at Douglas Anderson School of the Arts. 

Jay Franklin

Jay Franklin - Assistant Principal

Jay Franklin has served the students of Duval County Public Schools for 13 years.  Mr. Franklin is a second career educator. After receiving a Bachelor’s Degree in Commercial Recreation and Tourism from Georgia Southern University in 2001, he worked in the tourism industry as the Supervisor of Loss Prevention at the Ritz Carlton.  Believing that he could have a positive impact on the lives of children, he transitioned to the teaching profession.  His career in education began at Highlands Middle school where he taught eighth grade Algebra and Geometry. After teaching for several years, he served as a math coach.  In 2013, Mr. Franklin earned a Master’s Degree in Educational Leadership from the University of Phoenix.  Since earning the advanced degree, he has served as an instructional leader in the capacity of Assistant Principal at Baldwin Middle Senior High School, Duncan Fletcher High School, Lake Shore Middle School, and presently Douglas Anderson School of Arts.

Mr. Franklin's educational experiences have afforded him the opportunity to collaborate with a diverse group of people to meet the common goal of increasing student achievement and well-being. His educational philosophy is based on his uncompromising belief that all students can learn, given a positive learning environment, strong and knowledgeable leadership, a committed and focused educational team, an encouraging community, and a supportive family, all of which Douglas Anderson School of Arts possesses.


Mr. Franklin looks to not only inspire his students but to also ensure they understand how much they serve as motivation for him. Observing students learn, grow, transform and flourish is the catalyst to continue the educational journey as a learning leader. He takes great pride in the many lives he has been able to help shape as an educator and firmly believes his career is more than a profession but, instead, a divine calling.
